The ICN consists of approximately 3,400 miles of owned underground fiber-optic cable across Iowa. Whenever a construction crew or private contractor plans to dig near a road, they submit a "locate ticket." If that digging falls within ICNβs designated buffer zone, a technician travels to the site to map and mark exactly where the fiber optics are buried.
Historically, ICN operated with a highly cautious, 200-foot buffer zone stretching from either side of our cable lines. While this safety net kept contractors safely away from the fiber cables, it also triggered a larger volume of locate requests, which has resulted in a larger expense.
To streamline operations and modernize our approach, ICN is shrinking this buffer zone from 200 feet down to 50 feet, a move that aligns directly with standard utility practices across the industry.
The Cost of Caution
Managing an overly wide safety net creates a larger operational expense. Every locate ticket requires valuable time, dispatch coordination, and hands-on labor. By narrowing the boundary, ICN will automatically generate substantial cost savings for the agency.
However, reducing a buffer zone is always a balancing act between fiscal responsibility and operational risk. A smaller boundary means construction equipment will operate closer to the actual cable, potentially increasing the risk of accidental fiber cuts.
Why Protecting the Fiber Matters
An underground fiber-optic line isn't just a standard cable; our fiber optic cable serves as the digital backbone carrying large amounts of critical data for Iowa's schools, healthcare systems, and emergency services. Managing this infrastructure requires constant coordination and overcoming several key hurdles:
- Road Construction Timelines: When roads are widened or buildings expand, ICNβs relocation work must be completely finished before heavy road work begins to avoid massive service disruptions.
- Short-Turnaround Crunches: While some highway projects give our teams years to prepare, others arrive on incredibly short notice, making it difficult to budget and schedule staff.
- The Dreaded "Fiber Cut": When disaster strikes, whether from a backhoe, severe weather, or even rodents, our emergency restoration team must be dispatched immediately.
When an emergency cut occurs, our crews work around the clock. If time or site conditions prevent an immediate, permanent fix, technicians will deploy a temporary repair to get the network back online right away, returning later to complete a permanent installation.
