About the Iowa Communications Network

The Iowa Communications Network (ICN) is an independent state agency that runs Iowa's statewide fiber-optic telecommunications network.

Our advanced network delivers high-speed broadband internet, data, phone, security, and tech consulting services to authorized users across the state.

Operations & Funding

  • Office Locations: Our business offices are located on the State Capitol Complex in Des Moines, Iowa.
  • Network Operations Center: Our main tech hub and operations center are located at the Iowa National Guard Joint Forces Headquarters (JFHQ) in Johnston, Iowa.
  • Leadership: The Governor appoints the ICN’s Executive Director.
  • Governing Body: The Iowa Telecommunications and Technology Commission (ITTC) is the ICN's governing body. The ITTC provides central coordination and control over the network.
  • Funding: Service fees make up most of our revenue. The ICN has not received money from the State General Fund to run the network since Fiscal Year 2004.
