ICN FY 2017-18 Appropriation Requests

Equipment Purchases - $ 1,150,000

  • Description: Required Qualifying Network Equipment Investment ($1,150,000) – Provides a qualifying state-appropriated investment that, in conjunction with the ICN’s status as a “common carrier” under federal law, allows the State to receive USF reimbursements for eligible services on behalf the ICN’s K-12 school and library users.

Projects

Partnership with Public Safety

ICN is dedicating resources to ensure that the State of Iowa’s critical public safety operations receive the highest level of Broadband management and facilitation.

  • FirstNet: In January 2016, FirstNet released the Request for Proposal to deploy the Nationwide Public Safety Broadband Network. ICN has worked with the Iowa Department of Public Safety (DPS), and will continue to work supporting this initiative as it moves forward.
  • NG-911: For several years the ICN has provided primary broadband connections to the Homeland Security and Emergency Management Department (HSEMD). ICN continues to look for ways it can help strengthen HSEMD’s ability to serve critical public safety-grade broadband to the PSAPs in the state.
  • Wi-Fi Internet for School Emergencies (WISE): DPS led pilot initiative, in collaboration with local public safety agencies, to utilize ICN’s broadband connections at school locations to increase the level of security and safety at the participating schools.

Security Services

Providing new cybersecurity products and services for our end users to assist them in protecting their networks is a top priority for ICN. Advanced technical monitoring will be provided to respond to outages, cyber threats, and cyber intrusions.

Carrier Grade Telecommunications Lab

A Carrier-Grade Telecommunications Lab has been established on the Capitol Complex. The lab provides production testing pertaining to new product introductions, protocol enhancements, services changes, and scalability in the network, voice, and video infrastructure. This lab is a critical piece for the security and protection of the ICN’s production network.

Statewide Youth Broadband Advisory Council

Continuing the ICN’s Statewide Youth Broadband Advisory Council (SYBAC) for a second year. SYBAC students discuss free public Wi-Fi, driverless cars, lack of strong broadband in some Iowa schools, wireless communication technology, and other issues identified by the students.

Governance

The ICN is an independent State Agency that is governed by the Iowa Telecommunications and Technology Commission. The six members are Governor-appointed and Senate-confirmed for a six-year term.
