Message from the Iowa Telecommunications and Technology Commission
The support provided by the Regional Telecommunications Council (RTC) has been appropriated from the General Fund to the Iowa Telecommunications and Technology Commission (ITTC).
House File (HF) 603 provides for funding of various activities at the regional level to support all educational users of the Iowa Communications Network (ICN). RTCs are to plan for and expend these funds based upon the activities outlined in legislation. Quoting from HF 603, "The regional telecommunications councils established in section 8D.5 shall use the moneys appropriated in this section to provide coordination of technical assistance for network classrooms, planning and troubleshooting for local area networks, scheduling of video sites and other related support activities. Moneys appropriated in this section shall be distributed by the commission to the regional telecommunications councils based upon usage by region. The regional telecommunications councils shall report to the Iowa telecommunications and technology commission by January 31, 2014, for the immediately preceding six-month period beginning on July 1, 2013, and ending December 31, 2013, and by July 31, 2014, for the immediately preceding six-month period beginning on January 1, 2014, and ending on June 30, 2014. The report shall include information requested by the commission related to the activities supported through this appropriation.”
Receiving funding from the General Fund RTC appropriation is similar to receiving financial support in the form of a grant. Proper documentation and reporting elements must be submitted to the ICN to justify the allocation submitted to the community colleges for regional video support.
